ให้การประกันสุขภาพแก่เด็กไร้สัญชาติและผู้ด้อยโอกาส

“เธอไม่ได้แข็งแกร่งตั้งแต่เกิด ฉันกังวลว่าถ้าเธอไปโรงพยาบาล ฉันจะไม่สามารถจ่ายค่ารักษาพยาบาลได้ ฉันมีลูก 8 คน และเคยทำงานเป็นกรรมกรทั่วไป แต่ฉันตกงานตั้งแต่เกิดการระบาดของ covid-19 ถ้าคนในครอบครัวล้มป่วย เราจะรักษาตัวเองเว้นแต่สถานการณ์จะร้ายแรงจริงๆ เราไม่ไปโรงพยาบาลเพราะมันแพงและเราไม่ได้รับสวัสดิการ ฉันไม่มีเงิน” แม่อาเมอร์กล่าว

โครงการลดการไร้สัญชาติและการทำให้ชุมชนอ่อนไหว ดำเนินการโดยมูลนิธิ Adventist Development and Relief Agency หรือ ADRA Thailand เป็นองค์กรไม่แสวงหาผลกำไรที่เริ่มดำเนินการในประเทศไทยในช่วงต้นทศวรรษ 1980 โดยมุ่งเน้นการให้บริการด้านสุขภาพและความต้องการขั้นพื้นฐานของมนุษย์สำหรับผู้ลี้ภัยจากความขัดแย้งในเมียนมาร์ ADRA ยังตอบสนองต่อเหตุฉุกเฉินและทำงานในการพัฒนาชุมชนที่ต้องการความช่วยเหลือ

โครงการลดการไร้สัญชาติได้เริ่มช่วยเหลือเด็กไร้สัญชาติและผู้ด้อยโอกาสในอำเภอแม่ฟ้าหลวงเมื่อปลายปี 2558 และขยายไปสู่อำเภอแม่จันและแม่สาย ตั้งแต่นั้นมา ผู้คนมากกว่า 37,000 คนขอคำปรึกษาโดยมีผู้ได้รับความช่วยเหลือมากกว่า 3,500 คนในการขอสัญชาติ ในขณะที่อีกหลายคนอยู่ในระหว่างดำเนินการ

From field experience, we've found more problems that go beyond obtaining the right to citizenship and legal status. These problems obstructed fair access to health care and insurance for non-Thai nationals. There are still a large number of children and vulnerable people who have been surveyed during the assessment on citizenship in 2020-2021 but are still unable to access the health insurance. The state has also made haste efforts by establishing a status and ensuring rights to medical care for G-Children. At the same time, the Statelessness Reduction Project recognizes the importance while waiting for a solution to the problem. The project intends to purchase annual health insurance for children and vulnerable people to enable them have access to medical treatment. The initial phase will have 80 beneficiaries at a cost of 2,700 baht per person, totaling 216,000 baht per year.
