About COERR Foundation
COERR Foundation, formerly known as Catholic Office for Emergency Relief and Refugees (COERR), was founded on December 20, 1978 and officially registered as a foundation on November 3, 2017. As of now, the organization has been operating for 46 years. COERR is a non-profit organization under the Catholic Bishops' Conference of Thailand. Its mission is to provide emergency relief for victims of natural disasters, assist refugees, and support underprivileged and marginalized Thai citizens affected by refugee situations and poverty. All activities are carried out based on the principles of love, compassion, and humanitarian values — regardless of race, religion, gender, or political affiliation.
COERR’s emergency assistance includes distributing food and essential supplies to those affected by natural disasters, providing relief to refugees in four provinces (Mae Hong Son, Tak, Kanchanaburi, and Ratchaburi), and offering agricultural knowledge to help them achieve self-sufficiency upon returning to their homeland. Additionally, COERR extends aid to impoverished and vulnerable Thai citizens in Sa Kaeo and Surin provinces through the distribution of food packages and other forms of support.
The Challenge of an Aging Society
The issue of aging societies is an inevitable challenge facing nations worldwide. In Thailand, as of the past year, the elderly population reached 12.5 million people, representing 18.94% of the total population. With the steady increase of elderly citizens and the simultaneous decline in the working-age and birthrate populations, this demographic shift inevitably affects the country’s social and economic development.
Although the government provides a monthly living allowance for elderly people, the amount is often insufficient to cover basic living expenses — especially for those living in poverty, elderly-headed households, or "skip-generation families," where grandparents are left to care for grandchildren due to the parents' migration for work. As a result, the elderly must stretch their limited resources not only for themselves but also for the grandchildren they care for.
Living alone in hardship, aging with illness and deteriorating health, can be eased if someone regularly visits them, lends a hand, and listens to their life stories. Such visits can help alleviate loneliness, uplift their spirits, and remind them that they are valued and not a burden. Even though many of them have peacefully passed away, the COERR team continues to cherish their smiles and blessings from every visit.
Target Beneficiaries
1. Elderly people (aged 60 and above) or impoverished persons with disabilities
2. Elderly people or persons with disabilities living alone without family support
Project Implementation Plan
1. Conduct field surveys and data collection in the target areas:

1.2 Surin Province: Phanom Dong Rak, Buachet, Sangkha, and Kap Choeng Districts

4. COERR staff and volunteers will conduct regular visits to deliver food, provide encouragement, and offer companionship.
